YouTube's new policy is that they can distribute ads even to channels that are not monetized. The new Terms will take effect on June 1, 2021 for users outside the U.S.
YouTube’s right to monetize: YouTube has the right to monetize all content on the platform and ads may appear on videos from channels not in the YouTube Partner Program.

But due to receiving an unexpected strike from youtube saying that major of our content (videos) does not contain educational values.
