Up until the end of season two of The Mandalorian, Moff Gideon remained fearless. That was until Luke Skywalker showed up. Luke Skywalker was considered the legendary embodiment of chaos amoung imperials. Not only did Luke manage to help destroy two death stars,From the perspective of the remaining Empire, Luke defeated The Emperor and also took down Darth Vader singlehandedly. Knowing full well how powerful these space stations and sith lords were, any imperal Moff would quiver in fear at the thought of a being who defeated them.
Luke is the Last known remaining Jedi and a powerful one of that. It would be safe to assume that Moff Gideon watches on in terror, knowing that his Dark Troopers nor his plans stand no chance against the legend of Luke Skywalker.
